These are the VW cross bars that go from driver side to passenger side. They are a VW accessory. They attach to the existing front-to-rear roof rails.

There is a free standing allen wrench that enables positioning of the cross bar "latches", relative to the rails permanently attached to the roof.

The other tool is a long allen wrench with some sort of torque meter, with readings of 0, 6 & 9. I am guessing that the idea is to tighten these allen screws to a given torque, affixing the cross bars to the rail. This wrench goes in the end of the cross bar (after removing the keyed lock housing). Turning the wrench closes the gap and tightens the latch to the rail.

Without directions, I am not sure how to interpret the gauge a the end of long allen wrench. What reading should I use as the appropriate torque?
