I cannot, for the life of me, remember the name of the place, but they were located in Florida and dealt with high performance VW parts - damn -not the bolt on crap but true performance stuff - they used to have the shortened struts - I know - 'cause I ran a set on my Scirocco. Being German, my fronts were just inserts.
If you can't find a set you can always shorten the rod on a set of stockers by 1.5" or so and re-thread the tops - that way the piston won't bang off the bottom of the shock at full compression. You will, however, want to run limiting straps to keep the shocks from topping out when you hit a rise in the road at a good clip. I learned that one on my Scirocco when, upon cresting a hill and taking a wee bit of air my LF spring came out of the perch .... made for an interesting landing ....
Drop that pup 3" and run stock struts and you might as well weld it up solid - you'll have maybe .5" suspension travel (and that's with the bump stops removed).
