Pull off the steering wheel - there's a post that protrudes from the backside of the wheel that hits a switch and cancels the signal - either the post is worn/missing or the switch is worn (or both) to the point where you're no longer making contact -

To remove the wheel, pry off the horn button / ring, loosen (don't remove) the center bolt - mark the position of the wheel on the shaft (so you can get it back on straight when you're done) then pull the wheel towards yourself wiggling it side to side - once it pops off the splines remove the center nut and gently pull the wheel off. Oh - you might have to remove the wire to for the horn - can't recall - it's a spade connector - you'll see it if it's there.

Why not take the nut off from the get go? Simple - I'm not fond of whacking myself in the head/face with hard objects at high velocity (like the steering wheel when it breaks free!) -
