The cold start valve is turned on by the thermo time switch. The csv is like the 5th injector and sprays fuel until the engine warms up. I have replaced many csv, and should replace the thermo switch too. The thermo switch is on the front water outlet and turns on the csv when the antifreeze is cold. The csv runs about 75 bucks but well worth it.
