Default locked up strut mount nuts

Tried to undo the nut on top of the strut to replace the mount. Everything I read makes it sound like a bit of effort along with the right socket and allen wrench will do the job. With this car, it took 2 people and a partially stripped allen wrench to accomplish nothing. The nut seems frozen in place. Looking closer they're not regular nuts, they've got a flat ridge at the top with some arrows and markings. Is the 98 Golf supposed to have lock nuts on the top of the struts? Did some shop decide to weld these things in place?

Anyone run across these before? Is an impact wrench the only way to get these things off? Do they have to be replaced?
