Default No check engine light

I recently purchased an 2004 Jetta from FL. It failed the Ohio emissions inspection because the "Check Engine Light" did not illuminate. Any ideas: bulb, fuse, relay, broken wire, etc.? Could use a starting point if anyone could help. Thanks.

I would check the bulb in the cluster because it doesn't have its own dedicated fuse

If it is an 1.8T pull a coilpack wire and see it it trips a CEL, if not i am guessing that the light is out too if all other dash lights are working fine,

lmao...it IS a VW, so common sense tells you that the CEL should come on automatically. When it's not on you have problems!

Were they able to pull a code? It doesn't add up when you're supposed to have a CEL but it's not on. Those lights are LED's AFAIK and shouldn't burn out...but I have heard of people tearing apart the dash and disconnecting the light. No joke.
