Default runnin rough

i need help from anyone that might know about this...i have a 1994 Golf GL and when it is cold out and before the engine warms up it bucks, sometimes worse than others. I changed the fuel filer, did a tune up, and the air filter. i just got the car less than a year ago and i love it, and i dont want to get rid of it, but this is annoying. When the engine warms up or it is warm outside this problem doesnt occur. I am thinkin that it is the fuel injectors, but i dont want to spend the money on them if it isnt them. If anyone can please help!!!

it happens, just spend the time to warm it up or move to a place where it doesnt get cold that much. mine stops after a min. or two. i think it has to do with the hydraulic valvetrain. takes longer too warm up than the 96 and up models.
