Won't go faster than 30 mph

1998 vw beetle ... hassn't been a problem car. It won't go faster than 30 mph! It bucks and acts like it will stall.
Helping me troubleshoot will be greatly appreciated.

or maybe timing belt or even a plugged cat.

Your car is in "limp mode". It means a sensor sent a signal to you ECU and it protecting your car by limiting your speed. Means something is about to fail.

Never of heard of such a thing as a "limp mode."
