Cool 89 Cabby Karmann High Idle?

i just purchased a 89 Cabby it idled around 2000 RPM and sputered when i eased on the throttle, But when i put the dub pedal to the metal it doesn't miss. I fully closed the idle screw and now it idles at 1500 and feels like it has a slow drop in RPMS, but still sputters with foot barely on the throttle. Im not sure what the previous owner "tinkered" with..... it is a 1.8 cis injection. Please Help going loco trying to figure this out!!!!!!

Most likely someone has used the throttle stop or accelerator cable to adjust the idle to compensate for a vaccum leak. The ac idle up valve could also be activated. You need to do the basics check for vaccum leaks, insure the timing belt is installed correctly, timing is set to factory specifications. Your first tool you need to buy is the Bentley manual for your car. A digital volt, amp ohm and milliamp meter is the second. It contains the proper instructions for basic settings and trouble shooting.
