Default Leaking Fuel

Its now the dead of winter and when I pull my car in the garage the gas starts to leak out of my gas cap after it warms up. I bought a cap off of ebay and that worked for a little while but it wasn't quite the right size. It has been a pain tryig to find a cap that is actually right. My question is is the cap whats cause the problem or do I have a clogged vent line somewhere? It only does it when I have a full tank of gas too.

When you turn the cap air releases right?

This problem it caused by a stuck gravity vent valve. This is the plastic part in the wheel well next to the filler neck with 2 hoses running to it.
