Question need help tuning an 83 gti

it runs but sounds like it has a miss & it idls at about 2300rpm's. how do i turn the idle down with out it cutting off like it wants to. the car sat for 5 years & has not ran right sens i bought it the fuel tank was removed & it has a fuel cel & new fuel pump. im also having a hard time getting the dash lights to work. im most likely just going to run leds but if there is a better way please help
