I was wondering what could the problem be when i have really rough starts in my rabbit. It is an 83 L with the 1.7L. When I start it cold it shakes a lot. I have to let it warm up for like 10 min sitting and 3 driving. I have replaced the air filter, water pump hoses coolent and added fuel injector cleaner. Should I replace the fuel filter too? I am low on cash but i need to get this done.

Does it kinda chug away with the idle dropping and raising?
Check your Idle speed boost valves and the idle stablizer, if either one is defective it'll have issues idling when cold. Have you checked whether the cold start valve is firing? Is it even CIS, or am I giving you wrong info?

sounds like a control pressure regulator issue, or dirty injectors.
