I have had the same problem on my 86 & 87 Jetta. Its the Idle Control Stabilizer. Its the little grey module on the side of the fuel distributor that is held on by 3 or 4 silver flathead screws. Usually it will make it lope at idle. Also you should replace your fuel return line that is mounted on your fuel pump assembly that is in the gas tank. Its just a 10 inch fuel line with a clamp.
