Default 91 GTI 16v swap won't start

so the other day i was at a stop light and it just died and wouldn't start up again. it will run if you spray starter fluid in it, but the fuel injectors and fuel pump won't run kick on at all. i've check out the sensors and they all seem to be fine, i even hot wired the fuel pump and injectors to come one and it still won't start.

so what all would keep the fuel pump and injectors from coming on? bad ECU? any other ideas on what i should check?

did you change anything out on the fuel system at all like somtimes the pump wont have enough power for a diff motar and try changing your fuel filter quick and easy and 90 percent of the time if you aint getting gas and cant fig it out its a cloged filter

i haven't touched anything with the fuel system sence i've swaped the motor, the fuel filter isn't that old. but the main porblem is that fuel pump won't turn on at all. could it be the transfer pump?
