Unhappy seat belt help!

ok so i got pulled over for speeding my bad (this time i wasn't trying to speed, o well)
the officer was a real nice guy but i still got the ticket.

anyway he also gave me a fix it ticket, my car has no lap belts for the front two seats, i drive a 1987 vw jetta 4 door sedan. there never has been seat belts in the car as long as i have owned it and by the looks of it there never were. but by the glory of he California justice system the burden is mine to prove to the courts that the car never came with them.

does anyone know the history of this make? i know newer jettas have them, i just assumed that the law at the time didnt call for them.

any help would be appreciated

i posted on vwvortx as well but i thought i'd be thorough and post here as well.

let me clarify, i have seat belts just no lap belts in the front

ummm.. the shoulder and lap belt are the same unit arent they. how could you have one and not the other? I guess maybe if you have the electric ones but still they all come with a lap belt. They wont work without one. you would just go under the strap and under the dash in an accident.

the shoulder belt is attached to the door, in place of a lap belt there is a knee bar, i forget what VW called it, VW__ something.

you just need to go to the wrecker and pick up the lap belts...my guess would be that someone swapped the seats and didn't bother to re-attach the lap belts.

yeah what halfofnothingsaid, they had lap belts but the where two seperat belts and bolt to the rear slider of the seat on the bottom, one on each side of the seat, one for the belt one for the clip

My '88 Golf GL doesn't have lap belts either, the shoulder belt is connected to the interior side of the seat (right on driver, left on passenger) and then crosses and the buckle is on the door. Just take pictures of it, bring them to court and be like "why would I do this if it already had traditional seatbelts? clearly this is factory OEM sh!t here" (not ver batim, of course )
