Not that complex - A 91 is still CIS, right? so you're only changing the number of valves in the cylinder head - injection and ignition should be able to stay the same. You'll need a new exhaust - and you might have to get creative with where you place things under the hood.

CIS went away in 87.5 so his best option would be to find the information on converting a 16v to Digi 2 so he doesn't have to rewire anything or switch out the whole fuel system. Personally, I think it's a horrible option, but it's better than changing out the fuel lines which would be required to run CIS. If you're going to change to CIS and switch the lines and fuel pump (pump housing too) then the wiring is pretty easy if you use CIS-E. It's three wires and they all connect to the coil.

If the car has a dual outlet exhaust manifold already then everything in his exhaust including the downpipe will bolt right up to the 16v manifold.
