Here is my experience (I am not an expert on chips)
I have the Garrett (GIAC) AA chip in my MK3 VR6 with 160k with a K&N filter.
If I drive for economy, it probably slightly improves my fuel economy. I can average 25-26combined and around 32-33 on the highway. Although these gains could be purely based on higher octane fuel -I have no way of verifying this because the chip has been in the car since it was brand new.
If I drive aggressively, it drinks fuel and probably adds somewhere up to 10 HP (I guess). If you read some sites they claim up to 30 HP and others only 5 to 8 HP-I have no true idea. -but I can tell you this -My GTI is super fun to drive -has great torque and the motor sounds awesome with this chip. I have driven other Vr6's that were not as fun.
I have nothing bad to say about it, other than I can't find literature on the GIAC site on it (I guess because it's old), and it does require higher octane fuel. I generally rotate between 93 and 91.
There was a drop off in perceived performance when I changed from the Neuspeed Pflow foam air filter (i think it was MFG'd by K&N) to the modern paper K&N replacement. Third gear doesn't feel the same, and certainly doesn't growl the same.
Oh, well it's my daily ride -I'm not trying to burn it out anyways!
