first of all i would pull that hose off again and turn the key to see if it pressurizes....if it does not pressurize then get someone to turn the key while you are holding the hose to see if it does pressurize.....
if you dont get any fuel out at all then you either a bad pump HOPE YOU DONT!!!! or yes the relay.....now as far as i know the relay is a 167 relay and its # 12 on the box....the far right one i do believe....Now i think that the pump is supposed to run and pressurize even before the motor starts...when your auxiliary is on...or meaning key turned....
Now for the test....If you pull that relay out you have a set of pins on the relay...if i remember right it should be number 30 and 87 that you need to jumper...they should be right across from each other....but first you must remove the cover on the relay but be sure not to touch it in there or you may damage it....now if you take and attach a wire on either one of the pins then put that to a good ground source...then take 12 VOLTS and has to be that...no more or you might blow the relay if its not already....and put it on the other pin...if the relay is good then the little tab on the other side of the coil should snap shut...if it doesnt then your relay is bad...simple as that....
