97 Golf cabriolet problem

97 Golf cabriolet problem

The power hood motor still operates but there is very little pressure , not enough to lift the roof, the fluid level is fine and no leakages. I looked at the drive cog and it seemed ok. unsure what the problem is. any suggestions.
