Default New Owner to VW Did I get in to Deep?

Ok first off Hi my name is Randy and I am from eastern Maine. I picked up a 99 Beetle for my wife to drive that has the 2.0 and 130000 miles. I am a backyard mechanic and can fix just about everything. Ok so here is a little about the car.

It has 130000 miles, was parked over a year ago in a barn (there son went in the military) So first thing I was told is when Parked it ran like hell, they charged the battery and tried to start it. Couldnt get it to start. No rust and no body damage. I changed battery and put in fresh fuel and oil and still no start It wants to and is so close but no luck. Checked the coil and it has spark. fuel pump comes on when key is turned runs a few secs and shuts down. Cant get any codes do to not running at all so its not throwing any. I have read about the crank sensor and map sensor but havent done anything with them.

I know there prone to Timing belt issues and read that if belt breaks or slips its total chaos. so My question is this I have 500.00 to get this car going, Should I get all new sensors, both 02 sensors, new plugs, new wires, fuel filter, air filter, and a timing kit with water pump, or is there a chance the belt did break or slip(i dont have a comp tester) but it sounds like it has compression and need to redo the whole top half the motor or buy a junkyard special? I dont have much money in the car at all and to me its worth fixing given its shape. Did I get in over my head and buy a basket case?

T-belt new on it? If so I fear the belt prob broke and they tried torso car only to find the head was toast.

If it starts and dies, check it's getting fuel, spark, and clean the MAF with MAF cleaner.

No codes is weird though...

Haven't looked at belt yet but they tell me it's not new as far as codes it's had a dead battery for I'd say close to 6 months so anything that was there isn't now? I can't keep it running long enough to see if the cel is even on. They told me there son drove it daily till he joined the army and it ran just ran like crap but they never got it fixed due to him leaving. I'm just hoping its a bad sensor or normal tuneup. If the belt broke and they put a new one on wouldn't I hear the valves or something hitting or dragging I turned it over with a strap wrench and felt smooth to me plus I paid 500.00 and built a shed with there materials so I don't have a lot into it.

Try plugs, check for fuel pressure, and clean the MAF to start. If it was smooth manually turning it, pull the belt cover off the passenger side of the engine and verify it is not brand new.
