Steering wheel horn problem

The horn for beeping at people on the road doesn't work. I have a 99.5 Golf 2.slow. I have checked the fuses their fine, and here is the strange thing. I had gone through the front bummer, unplugged the horn to test the connection. When I had a friend push the horn to test it I got a small honk, with just the bottom horn unplugged but I have never gotten it to honk again. There is power going to both horns. Does that mean the horns are shot?? Please help!!

I'd put money on the horn itself being dead. They aren't exactly in the best place on VW's...all the road crap gets splashed into them.

Similar thing happened to my Jetta when I had it. It was like $15 for a new horn at Canadian Tire...20 minutes to install it.
