Angry 2000 Beetle panic alarm keeps going on

My daughter has a newly acquired 2000 New Beetle. When she was starting the car tonight, the panic alarm went off. She waited 30 seconds for it to go off. Then it went on again several times when we tried to start the car. Pressing the red button on the key fob would not turn it off.

Eventually she started the car, waited for the alarm to go off and drove home. Then, after she turned the car off, the alarm went on again. We waited, and then when we opened the doors the alarm went on again. What to do?
