EPC light on no crank sits alittle it fires up

Daughters 2001 beetle 1.8 turbo EPC light will come on then the ncar will not crank it just came out of the shop for new timing belt& waterpump and the light issue .Was told the throttle for gas is not a cable but eletric and it had alot of carbon build-up on it so when the car was trying to statrt the throttle body was not opening but the injectors was throwing gas into the throttle body causing it to flood at crank-up or going down the road.after 700.00 hard earned dollars later she is bummed her car is still not right.Thanks for any help

daughter was driving home today before we could get car back to shop ,While driving the car just shut off she luckly coasted to a driveway before steering locked up .Tryed t ostart engine would turn over but not fire after 3 tries it crancked and she s tryign to get home now any help before she gets raked agian?????
