WTB - MK1 or MK2 Jetta, rabbit or golf

Base trim or GLi, five speed or slushbox - looking for a car for my daughter. Not looking to spend a lot of money - just looking for a stock 8V VW for her to toodle around in - to and from school and (hopefully in the near future) to and from a job (so she can pay her insurance) - looking in the Hanover/York area - but I'm in Lancaster every day for work so I might as well expand to there as well.
It needs to be fairly decent looking (it's gonna sit in my driveway when she's not in it) and needs to be either PA inspected or pretty much ready for inspection (brakes and tires I'm not worried about - but it's getting darned cold to be doing exhaust system work). It also needs to run.

Highly modified cars need not apply - I appreciate the mods ya'all do - and I used to be young myself - but I'm just not into figuring out someone elses wiring and trying to determine how and why someone bypassed various fuel injection sensors and the like. No cabriolets - for her first car I'd like her to have a steel roof - just in case.

A Westmorland Rabbit with a carb would be ideal -
