Default 2007 Jetta fogs up the windows

2007 Jetta fogs up the windows.
I have a problem with a high amount of moisture in the heating system. When you run the heater / defroster after the system heats up with the windows cold (north east car) it fogs the inside of car up bad. I have already checked and cleaned the cowl area, removed the air intake screen from the vent system, and resealed the vent to the cowl with 3M strip caulk. I tested the cowl drains buy pouring water into the cowl area. The cowl emptied fine at the under body by the door and front fender area. I tested the sun roof front drains by pouring water into them also, they also flowed OK to the same drain point under the car. I secured the cowl cover to the windshield across the whole length. (Just took the time to make sure it was locked into the seal grove).
I have not found any sign of water on the floor of this car at any time.
The pollen filter was changed about 3 months ago and still looks clean.
Can someone tell me the location of the evaporator / heater box drain? What else should I look for?

Found problem, was a bad motor on the Air Inlet duct. The air inlet duct was staying closed, never allowing fresh air to enter the heating/cooling duct work work. P/N 1K0907511C $102.00 from local VW dealer.
