Default P0299 and turbo whistle

Hi everyone this is the story with my new car;
it is a 2003 Passat with a 1.8T 55000 miles.

I bought the car being told by the owner that he took it to Santa Monica Audi and they told him it needed a new engine, the battery was flat so I really did not even bother to start it, I thought hey I'll just put a new engine in it and it will be fine.

Anyway towed the car home and ordered a new engine, that night I thought maybe I should start the car and I did and it started just very noisy, timing chain adjuster was gone, so I changed the timing chain adjuster, screen for oil pump in pan and also the timing belt, I know it didn't need to be changed but I was that far pulled apart I might as well, then started the car and very noisy still so I changed the timing chain at the back to. started her up and the noise like a chain rattling was still there and a load of smoke so I was convinced the noise was coming from my catalytic converter so I was taking it off when I noticed that it was actually my turbo it had fallen appart, so I went and saw a friend who owns a junk yard and he sold me a used turbo I really could not afford a new one and he promised me it was good, so I changed the turbo rattle noise gone and smoke gone, engine drives fine and sounds really nice on idle now this is where my problem starts I have a really loud whistle coming from my engine when my turbo cuts in and also loss of power and the P0299 error. I did change my waste gate and the noise is still there it is a very very loud whistling noise. I also made a tool to test for any leaks by using a pvc pipe and a quick connect but was kinda of scared to use it for to long. I have been reading up on the error and people are suggesting my DV I took it out and clean it and that did not make a difference? Please any help would be much appreciated

your DV might be bad. not to sure tho. i would check with someone else
