VW 1998 Passat GLX - Question ?

Need help on this. I have seen two fans in-front of the engine and one of them is working fine when I start, but other one doesn't run. Not sure why ?
But Car runs good and not see any issues. Could see little heat on body. Please help me to get the info. Thanks.

THERES A FAN BELT THAT PULLS THE OTHER FAN. YOU MIGTH NEED IT. THE FAN WORKS WITH EACH OTHER. IF ONE ONLY WORKS IT MAYBE THE BELT.. BEST LUCK ,,, ROB .
