Is it worth getting 2nd opinion - failed MOT! Pls help :-)

Hi everyone

I'm a newbie here but am gutted my precious Lupo failed its MOT on 3 things. The guy I took it to seems to think it's not worth fixing but thought I'd ask you guys on here if you have any ideas...

Exhaust emissions carbon monoxide content after 2nd fast idle excessive (7.3.2b)
Exhause emissions hydrocarbon content after 2nd fast idle excessive (7.3.2b)
Exhaust emissions Lambda reading after 2nd fast idle outside specified limits (7.3.2b)

It failed on the 3 things above.
Any advice as to what I should do would be gratefully received. Shall I take it to a VW specialist?
