Engine too cold

My 96 Polo runs with the temp guage almost off the bottom of the scale.
This wouldnt normally bother me but it affects the heater. It blows warm but only just. Nowhere near warm enough.
If i idle in traffic or somewhere for 10 mins the temp goes up and the heater is really hot. When I set off again the temp slowly goes back down.
Is this a dicky thermostat?

yes it's the thermostat when you idle in traffic and the temp goes up and if you set of the temp goes down.
