Default Fox Hesitation

I need to figure out why my '90 Fox is hesitatihg. It runs as if it has severe turbo lag. She burns a little oil ( 1 Quart per 1000 miles) but is mechanically sound. The plugs, air filter, and fuel filter have all been changed. It seems to idle good and runs smooth while cruising.The strain on the clutch launching in 1st gear is a little disconcerting. What should I look at next? The Cat? Sensors? Fuel injectors?

Check the spark plug gap. VW's are imfamous for running like shit if the gap is off.

Thanks but the plugs have been gapped to factory specs. Any more ideas?

Maybe the fuel lines themselves, or the injectors?

CIS injection right?
You can check the gaskests on the injectors ,clean them also check to see the fuel distributor is working correctlyAlso check the boot over the fuel distributer. Mine had a crack in it which causes vacue between the fuel distributer and thottle body to be off.
