New - and allready problems

New to the forum (1998 and 1999 Passat 1.8T manual).

Urgent problem with the 1998:

locked the only key inside the car!

What are my options (cost, time)?

Is the average Joe Locksmith capable of opening the car?

Or is it better to invest the money and have a key made based on VIN (I assume my nearest VW dealer can do it if I throw enough money at him?)?

I have a Polo 2003 14 TDI, yesterday I gave it a small service the usual (filters,oil,toping up brake fluid etc) today the emission exhaust light turned on, is it because of the service???! thanks xD
