alright, here it goes:

you know the back panel on gti's that is between the hatch and the bumper? has anyone had a dented one and got it perfectly smooth? what did you do? lots of bondo? welding? need some help cause im getting a paint job soon and I want that back part to be absolutely *perfect*! any help would be much appreciated....

buy a new rear hatch. You can get one from somebody with no dents at a reasonable price. Check the classifieds on the vortex... It's better then trying to bondo your car.

it's not the hatch... it's the part below the hatch..

Not sure if you have fixed the problem yet, but a good bondo job will fix the dent easily. That is what I did for the dent on my '92.

has to be cut out, and a new one welded in-place.

I think you be able to get behind it by taking the inner plastic panel off, then pop it out the best you can before smearing mud on it.
