I have an '86 GTI when first starting after cooling down it doesn't want to ifdle until the car warms up , then it has a high idle.
I change the throttle body with one off an '88 golf but still have the same problem

yeah i have the same problem when cold starting. but it doesnt idle high. check the O2 sensor. the low idle at first i dont think is half bad. just old car. hope i helped.

Did you figure this one out yet?
this is most likely a vacuum leak, thus the high idle. Most common is the injector o-ring seals which are easy to replace.

does it idle at like 3000. If so then try unplugging your isv and see if it goes to normal. If so try cleaning it out with throttle body cleaner. If it still does it replace it. Mine did that and the isv fixed it. But if you do get one used because they are almost 300 dollars from the dealer

I changed the tbody off an '88, also just did the o2, cat, and set the timing the car doesn't run rich anymore it just stalls until warmed up the idles at about 1200
