Mk2 Jetta Roll Pan

I want to make a front roll pan for my 91' Jetta GL, but I'm having a hard time. First off I couldn't find any 22 gauge sheet metal anywhere, so I settled for some 26 gauge that I got super cheap through my brother. The biggest issue is not having the correct tools for the job. I don't have an English wheel, or rollers, so I'm pretty much relying on hand tools. Anybody have any tips or tricks?

This is the style I'm going for, just without the bumper. I do not plan on joining the roll pan with the fenders. Just want to make it mount like a bumper, but have the roll pan look
